Gambling only stays affordable if you decide the limits before you deposit, not after a losing session. This page explains the practical controls available to players in the UAE — deposit and loss caps, reality checks, time-outs, self-exclusion — how they differ from site to site, and where the UAE's own protections reach and where they stop.
Age statement: nothing on this site is intended for anyone under the age of 21. The gaming product licensed by the General Commercial Gaming Regulatory Authority (GCGRA) is restricted to players aged 21 and over and geolocation-restricted to people physically inside the UAE. The legal position, stated plainly
The UAE is no longer a blanket-prohibition market, but the change is narrow and specific. Since its establishment in September 2023, the GCGRA has issued commercial gaming licence categories covering the national lottery operated by The Game LLC, the land-based commercial gaming licence for Wynn Al Marjan Island in Ras Al Khaimah (scheduled to open in September 2027), and online gaming, where an Internet Gaming licence and a Sports Wagering licence framework exists and a single operator has been authorised to date. A GCGRA-licensed Abu Dhabi live dealer studio sits inside that same perimeter.
Everything outside that perimeter remains a criminal offence under Federal Decree-Law No. 31 of 2021 (the Crimes and Penalties Law), in force since January 2022. The criminal law is federal and identical in all seven emirates — Dubai is not more permissive than Sharjah, and a casino in Dubai marketed online is not a local licensed venue. Sources disagree on article numbers and penalty figures, so we do not state them here.
Every casino listed on this site is licensed offshore, not by the GCGRA. Offshore gambling licences from the Curacao Gaming Authority, the Anjouan Gaming Board or the Malta Gaming Authority govern the operator in its own jurisdiction. They confer nothing in the UAE. Where UAE self-exclusion reaches — and where it does not
The GCGRA operates a Voluntary Self-Exclusion programme, supported by the UAE Responsible Gaming Alliance, covering licensed products: the national lottery, the licensed online operator and, in time, the land-based venue. It includes cooling-off periods and blocks registration with licensed operators.
That programme does not reach offshore sites. An offshore casino has no connection to the GCGRA register and will not see your exclusion. This matters in one direction only: if you have self-excluded, offshore play is not an alternative route and should not be treated as one. Nothing on this site should be read as a way around a self-exclusion you have chosen, or around geolocation, payment screening or identity checks. The five controls worth setting on day one
- Deposit limit — a daily, weekly or monthly cap on money in. The most useful single control, because it works before the money is at risk. Check how long a decrease takes to apply (usually immediate) versus an increase (a good operator imposes a delay).
- Loss limit — caps net losses over a period, which deposit limits alone do not do once winnings are recycled.
- Session time limit and reality checks — a pop-up stating elapsed time and net position. Set it to 30 or 60 minutes; anything longer stops registering.
- Time-out — a short lock, typically 24 hours to several weeks, that cannot be reversed by asking support politely.

Bonuses are where control is most often lost
